Situation

Sr. Vice President, Business Operations for a major US consumer banking institution with 2,700 offices and assets of over $320 billion.

Critical Issue

The company’s current system was unable to provide sufficient support for an aggressive corporate national growth and expansion plan. There was considerable anxiety that the only remedy to the problem was an unbudgeted investment of millions of dollars in new equipment, software, and training, not to mention significant delays added to the implementation timetable.

Reason

Modernization of mainframe COBOL software platforms became critical to supporting these initiatives. The modernization initiative required qualified technical resources with experience and knowledge in key applications. The vendor’s resources were limited, and the company’s efforts to recruit and hire specialized mainframe application resources had proven time consuming and unsuccessful. The applications were very specialized and there were limited mainframe resources in the industry.

Vision

He said he needed help in creating a Resource Modernization Strategy to select, hire, and develop a mainframe resource team. He needed a full scale development program model to train, develop, and mentor the resources to become proficient with the company’s application systems, operation and methodologies. Such a strategy must include the creation of an out of state division vs. consolidation into the corporate IT offices, yet operationally integrated with company’s corporate structure.
